Dr. Brian Miller
Dr. Miller has extensive experience in healthcare policy and regulation, clinical medicine and health plan governance. Since September 2020, Dr. Miller has served as an Associate Professor of Medicine and Business (Courtesy) at the Johns Hopkins University, while practicing as a hospitalist at the Johns Hopkins Hospital. Earlier in his career, he held healthcare policy and regulatory roles at the Centers for Medicare & Medicaid Services, the U.S. Food and Drug Administration, the Federal Communications Commission, and the Federal Trade Commission and has direct experience with regulatory processes including federal health financing, regulation of software products, health care merger review, and standards development. Dr. Miller has testified before Congress more than ten times and in March 2026 he joined the Hoover Institution as a Visiting Fellow after previously working at another think tank.
Since January 2025, Dr. Miller has served as a member of the Board of Trustees of the North Carolina State Health Plan, a self-insured health plan covering more than 750,000 state employees, dependents and retirees. He was appointed Vice Chairman of the Board in April 2026 and is Chairman of the Medical Policy Advisory Committee. Since May 2023, he has served as a Commissioner on the Medicare Payment Advisory Commission, a congressional advisory body for the Medicare program.
He earned his Doctor of Medicine degree from Northwestern University, his Master of Business Administration degree from the University of North Carolina at Chapel Hill and his Master of Public Health degree from Johns Hopkins University. Dr. Miller is board-certified in both and completed a General Preventive Medicine Residency at Johns Hopkins University and an Internal Medicine Residency at MedStar Georgetown University Hospital. We believe Dr. Miller is qualified to serve on our Board of Directors due to his extensive experience in healthcare policy and regulation, clinical medicine, and health plan governance.
